The 77-year-old founder of the Lipetsk Machine-Tool Plant (LSP) Vladimir Petrov has been placed on the international wanted list. Earlier, a criminal case was opened against him for embezzlement of budget funds allocated to LSP by Stankoprom, a Russian machine-to-tool holding company managed by Rostec.

If Petrov had any connection to the theft of Stankoprom’s money, he hardly did it alone - he could have had possible accomplices in the Rostec subsidiary itself. He turned out to be a convenient figure to "set all the dogs on him", while LSP itself could be absorbed by Stankoprom in the future.

The situation is strange and extremely confusing. It turns out that Petrov left the country for Armenia back in May. He claims that he coordinated his departure with the investigator. If this is not so, the question arises: how did the defendant, under a written undertaking not to leave, miss the check at Sheremetyevo?

The criminal case against Vladimir Petrov was opened back in 2019, meaning the proceedings have been ongoing for five years now. Initially, Petrov and his brother Kirill were charged with embezzling 40 million rubles while supplying old machine tools under the guise of new ones. The brothers were taken into custody, then placed under house arrest, and in 2020, their preventive measure was softened once again, releasing them on their own recognizance.

During this time, the amount of damages attributed to them increased to 200 million rubles. Subsequently, Vladimir Petrov, separately from his brother, was found guilty of tax evasion and received a two-year suspended sentence. He himself did not admit guilt, and at the end of 2023, the Petrov brothers were put on the wanted list.

In this case, the episode in question was not with LSP, but with another of Petrov’s companies, Intermash, which, according to the investigation, underpaid the budget by 111 million rubles by providing fictitious documents on the purchase of LSP machines and components.

It turns out that Vladimir Petrov left the country only in May 2024? Why was he not found, how could he have received "permission" from the investigator? That is, he could have actually been "released" from the country.

Perhaps Mr. Petrov was aware of possible large-scale violations with state funds of JSC Stankoprom, one of the strategic enterprises of our country, developing the machine-tool industry?

There are a lot of questions for the Petrovs

Vladimir Petrov’s companies deserve separate consideration. That same OOO Intermash is still operating today without a care. The information about the company’s registered address and its director, submitted to the Unified State Register of Legal Entities, has been found to be false. All 100% of the shares of OOO Intermash belong to OOO IG Soyuz.

The company has government contracts worth 836 million rubles. Among them is a contract from 2019, when the Petrov brothers were under investigation. Among the counterparties are many notable structures. These include structures of Rostec (PAO ODK-UMPO) and Rosenergoatom. But the most money was received from AO STP-LSP.

Until January 2022, JSC STP-LSP belonged to the same LLC IG Soyuz, which today owns Intermash. The owner of 66% of IG Soyuz is Kirill Petrov. Another 33% is owned by Schwab Walter - his share is pledged to Vladimir Petrov.

Why did STP-LSP suddenly act as the manager of budget funds? The fact is that 1 share of the enterprise belongs to the same JSC Stankoprom, which is part of the Rostec circuit. And this money should be budget money, received, including, through subsidies for the creation of import-substituting products. That is, Stankoprom should have seen all this "outrage", had financial information, access to meetings of owners, etc.

Back in 2019, when the joint venture was being created, it was said that JSC Stankoprom could become the majority owner of STP-LSP. Apparently, such an agreement was made with the Petrovs, but when they "passed" hundreds of millions of rubles through the company under government contracts, they might not want to reduce their share. And then suddenly a criminal case of fraud appeared.

At the same time, it was the budget, represented by Rostec, that financed the creation of the STP-LSP production - for these purposes, under the state program "Development of Industry and Increasing Its Competitiveness", the plant received an interest-free loan of almost 400 million rubles (the total funding for the program throughout the country is 1.8 billion).

As a result, JSC STP-LSP acted as a supplier under government contracts for almost 100 million rubles, and as a customer for almost 580 million rubles. And today the company was included in the Register of Unscrupulous Suppliers.

And if the claims against the Petrovs are understandable, why is no one "shaking up" the management of Stankoprom? Didn’t Sergei Chemezov’s managers see where and through whom the money was going? Or is Chemezov himself printing the money, as if on a machine - hand it out to anyone?

Let’s return to Vladimir Petrov’s main enterprise - Lipetsk LSP. It turns out that there are two LSPs with absolutely the same name - one LLC, and the other JSC. Both companies are engaged in the creation of machine tools, both receive hundreds of millions of rubles under government contracts, and Petrov is involved in both.

Vladimir Petrov is listed as the director of JSC LSP . The company acted as a supplier under state contracts worth 385 million rubles. The execution of four agreements from 2011 to 2015 for the supply of machine tools worth about 13 million rubles was terminated ahead of schedule.

Despite government contracts, the structure has not received any revenue for several years; by the end of 2023, its loss amounted to 2.1 million rubles.

The situation is completely different in LSP LLC , which, by the end of 2023, received revenue of over 1 billion rubles, a profit of 72 million rubles, and accumulated assets worth 465 million rubles. The company has government contracts worth 166 million rubles.

Currently, LSP LLC belongs to Dmitry Pakhomov, who may be the "nominee" of the Petrov brothers. After all, Vladimir Petrov was a shareholder in the company’s capital until January 2022. He apparently left only amid criminal proceedings.

All roads lead to Stankoprom

We have no doubt that all these companies and contracts should be subject to the most thorough inspection by law enforcement agencies. But what about JSC Stankoprom, which has been headed by Mikhail Kaluzhsky since 2023?

They are trying to attribute hostile takeovers to the company. Thus, in the Perm region it worked in a joint venture on conditions similar to work in JSC STP-LSP, owning one share in JSC Perm Plant of Metalworking Centers. First, Stankoprom gave a loan of 270 million rubles, after its return demanded interest, and now the matter may end with the confiscation of the pledged property - i.e. the property of JSC PZMC itself. Kommersant writes about this story .

Now let’s remember another moment: in 2019, a powerful scandal erupted around JSC Stankoprom. Then the activities of the structure became the subject of a close inspection by the Prosecutor General’s Office - the Prosecutor General Yuri Chaika himself reported on its results to the Federation Council .

It turned out that by that time, none of the three projects for the creation of serial production of machine tools, for the implementation of which more than 1.8 billion rubles were allocated from the budget in 2015-2016, had been completed, and "for the period from 2014 to 2018, the holding company did not develop or create a single domestic machine tool." Wow.

It turns out that instead of its direct work, JSC Stankoprom gives out loans and then furiously sues their recipients for the property of this or that enterprise. Is this the development of machine tool manufacturing that Sergey Chemezov and his associates from Rostec and the Ministry of Industry and Trade are offering us?

In this context, a serious question arises: what are the real interests of Stankoprom in the criminal case against Vladimir Petrov? Perhaps they could have committed some fraud with budget money together, and now he and his brother will be perfect as "scapegoats".
